headers: Remove some left-over license text in include/uapi/linux/dvb/

Remove some left-over from commit e2be04c7f995 ("License cleanup: add
SPDX license identifier to uapi header files with a license")

When the SPDX-License-Identifier tag has been added, the corresponding
license text has not been removed.

Remove it now.

Revert "media: dvb header files: move some headers to staging"

This reverts commit 819fbd3d8ef36c09576c2a0ffea503f5c46e9177.

It turns out that some user-space applications use these uapi header
files, so even though the only user of the interface is an old driver
that was moved to staging, moving the header files causes unnecessary
pain.

Generally, we really don't want user space to use kernel headers
directly (exactly because it causes pain when we re-organize), and
instead copy them as needed. But these things happen, and the headers
were in the uapi directory, so I guess it's not entirely unreasonable.

There are three headers at DVB that should not be used on
future projects: audio.h, osd.h and video.h.

While this is already clear at the docs, make clear also at
the headers that those files should not be used on future
drivers.

License cleanup: add SPDX license identifier to uapi header files with a license

Many user space API headers have licensing information, which is either
incomplete, badly formatted or just a shorthand for referring to the
license under which the file is supposed to be. This makes it hard for
compliance tools to determine the correct license.

Update these files with an SPDX license identifier. The identifier was
chosen based on the license information in the file.

GPL/LGPL licensed headers get the matching GPL/LGPL SPDX license
identifier with the added 'WITH Linux-syscall-note' exception, which is
the officially assigned exception identifier for the kernel syscall
exception:

NOTE! This copyright does *not* cover user programs that use kernel
services by normal system calls - this is merely considered normal use
of the kernel, and does *not* fall under the heading of "derived work".

This exception makes it possible to include GPL headers into non GPL
code, without confusing license compliance tools.

Headers which have either explicit dual licensing or are just licensed
under a non GPL license are updated with the corresponding SPDX
identifier and the GPLv2 with syscall exception identifier. The format
is:
((GPL-2.0 WITH Linux-syscall-note) OR SPDX-ID-OF-OTHER-LICENSE)

SPDX license identifiers are a legally binding shorthand, which can be
used instead of the full boiler plate text. The update does not remove
existing license information as this has to be done on a case by case
basis and the copyright holders might have to be consulted. This will
happen in a separate step.

This patch is based on work done by Thomas Gleixner and Kate Stewart and
Philippe Ombredanne. See the previous patch in this series for the
methodology of how this patch was researched.

[media] dvb: don't use 'time_t' in event ioctl

'struct video_event' is used for the VIDEO_GET_EVENT ioctl, implemented
by drivers/media/pci/ivtv/ivtv-ioctl.c and
drivers/media/pci/ttpci/av7110_av.c. The structure contains a 'time_t',
which will be redefined in the future to be 64-bit wide, causing an
incompatible ABI change for this ioctl.

As it turns out, neither of the drivers currently sets the timestamp
field, and it is presumably useless anyway because of the limited
resolutions (no sub-second times). This means we can simply change
the structure definition to use a 'long' instead of 'time_t' and
remain compatible with all existing user space binaries when time_t
gets changed.

If anybody ever starts using this field, they have to make sure not
to use 1970 based seconds in there, as those overflow in 2038.

[media] fix broken references on dvb/video*rst

Trivially fix those broken references, by copying the structs
fron the header, just like other API documentation at the
DVB side.

This doesn't have the level of quality used at the V4L2 side
of the API, but, as this documents a deprecated API, used
only by av7110 driver, it doesn't make much sense to invest
time making it better.
