Remove $FreeBSD$: one-line sh pattern

Remove /^\s*#[#!]?\s*\$FreeBSD\$.*$\n/

Move blacklistd.conf to usr.sbin/blacklistd/

This is prep for pkging base and helps tag and install config files with the
correct packages.
