usr.bin: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

pkgbase: Put more binaries/lib in runtime

Move some needed binaries/libs from FreeBSD-utilities to FreeBSD_runtime.
This is everything needed to boot to multiuser with FreeBSD-rc installed.

Add HAS_TESTS to all Makefiles that are currently using the
`SUBDIR.${MK_TESTS}+= tests` idiom.

This is a follow up to r321912.

Convert traditional ${MK_TESTS} conditional idiom for including test
directories to SUBDIR.${MK_TESTS} idiom

This is being done to pave the way for future work (and homogenity) in
^/projects/make-check-sandbox .

No functional change intended.

Use src.opts.mk in preference to bsd.own.mk except where we need stuff
from the latter.

Migrate most of tools/regression/usr.bin/ to the new tests layout.

I'm starting with the easy cases. The leftovers need to be looked at a
bit more closely.

Note that this change _does_ modify the code of the old tests. This is
required in order to allow the code to locate the data files in the
source directory instead of the current directory, because Kyua
automatically changes the latter to a temporary directory.

Also note that at least one test is known to be broken here. Actually,
the test is not really broken: it's marked as a TODO but unfortunately
Kyua's TAP parser currently does not understand that. Will have to be
fixed separately.

A new jail(8) with a configuration file, to replace the work currently done
by /etc/rc.d/jail.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

Build usr.bin/ with WARNS=6 by default.

Also add some missing $FreeBSD$ to keep svn happy.

- Import the HEAD csup code which is the basis for the cvsmode work.

xargs(1) is WARNS=6 clean.

Tested on: i386, sparc64

Take __FreeBSD_version into account when BOOTSTRAPPING.

xargs.c,v 1.33 broke the upgrade path from old versions of 4.x and 5.0.

Bump WARNS to 4.

After 3 months...

Merge xargs(1) with that of xMach.

Bring in xargs(1) changes to add -L and -I as per the Single Unix Specification
version 3. Proper exit status numbers are implemented, and the manual page has
been updated to reflect reality.

The code has been ANSIfied, and a new file has been added to xargs(1) to do the
substring substitution as SUSv3 requires.

Traditional behaviour should not be affected, use of -J should be deprecated
in favor of the more portable -I (though -J has been left, for now).
