pkgbase: Move tr(1) to runtime

Since f7d16a627efa ("certctl: Convert line endings before inspecting files.")
certctl is using tr(1). Add it to FreeBSD-runtime so we can have certctl working
without having the bloated FreeBSD-utilities.

usr.bin: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

# d0b2dbfa 16-Aug-2023 Warner Losh <imp@FreeBSD.org>

Remove $FreeBSD$: one-line sh pattern

Remove /^\s*#[#!]?\s*\$FreeBSD\$.*$\n/

# d511b20a 02-Aug-2017 Enji Cooper <ngie@FreeBSD.org>

Add HAS_TESTS to all Makefiles that are currently using the
`SUBDIR.${MK_TESTS}+= tests` idiom.

This is a follow up to r321912.

# 4b330699 02-Aug-2017 Enji Cooper <ngie@FreeBSD.org>

Convert traditional ${MK_TESTS} conditional idiom for including test
directories to SUBDIR.${MK_TESTS} idiom

This is being done to pave the way for future work (and homogenity) in
^/projects/make-check-sandbox .

No functional change intended.

# 478290db 30-Sep-2014 Enji Cooper <ngie@FreeBSD.org>

Check in first src/tests snapshot from NetBSD anoncvs

Sources were obtained like so:

% export CVSROOT="anoncvs@anoncvs.NetBSD.org:/cvsroot"
% cvs -z9 co -D "09/30/2014 20:45" -P src/tests
% mv src/tests/* tests/dist/.

'*CVS*' has been added to svn:ignore to ease updating periodically from
upstream

Some line ending issues had to be resolved with test outputs and scripts
via dos2unix and by deleting the eol-style property set in usr.bin/sort

# c6063d0d 05-May-2014 Warner Losh <imp@FreeBSD.org>

Use src.opts.mk in preference to bsd.own.mk except where we need stuff
from the latter.

# 3a92d97f 16-Mar-2014 Julio Merino <jmmv@FreeBSD.org>

Migrate most of tools/regression/usr.bin/ to the new tests layout.

I'm starting with the easy cases. The leftovers need to be looked at a
bit more closely.

Note that this change _does_ modify the code of the old tests. This is
required in order to allow the code to locate the data files in the
source directory instead of the current directory, because Kyua
automatically changes the latter to a temporary directory.

Also note that at least one test is known to be broken here. Actually,
the test is not really broken: it's marked as a TODO but unfortunately
Kyua's TAP parser currently does not understand that. Will have to be
fixed separately.

# b173dd44 14-Oct-2011 Ed Schouten <ed@FreeBSD.org>

Build tr(1) with WARNS=6.

# a7d5f7eb 19-Oct-2010 Jamie Gritton <jamie@FreeBSD.org>

A new jail(8) with a configuration file, to replace the work currently done
by /etc/rc.d/jail.

# fe0506d7 09-Mar-2010 Marcel Moolenaar <marcel@FreeBSD.org>

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

# b7946da9 02-Jan-2010 Ed Schouten <ed@FreeBSD.org>

Build usr.bin/ with WARNS=6 by default.

Also add some missing $FreeBSD$ to keep svn happy.

# d7f03759 19-Oct-2008 Ulf Lilleengen <lulf@FreeBSD.org>

- Import the HEAD csup code which is the basis for the cvsmode work.

# ca99cfdd 08-Jul-2004 Tim J. Robbins <tjr@FreeBSD.org>

Add support for multibyte characters. The challenge here was to use
data structures that scale better with large character sets, instead of
arrays indexed by character value:
- Sets of characters to delete/squeeze are stored in a new "cset" structure,
which is implemented as a splay tree of extents. This structure has the
ability to store character classes (ala wctype(3)), but this is not
currently fully utilized.
- Mappings between characters are stored in a new "cmap" structure, which
is also a splay tree.
- The parser no longer builds arrays containing all the characters in a
particular class; instead, next() determines them on-the-fly using
nextwctype(3).
