Apply the following automated changes to try to eliminate

login: use sizeof(audit_cond) consistently, NFC

The other three instances were already converted to use audit_cond, this
one was just changed from sizeof(long) -> sizeof(int).

General further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 3-Clause license.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Clarify warning message when failing to configure audit on user login:
when au_user_mask() fails, it's not a failure to set the audit mask,
but to calculate the audit mask -- and hence a condfiguration-file
issue (of some sort).

login: fix capitalization in errx messages

login: clean up errx strings

errx() prefixes the error string with argv[0] so including "login: "
in the string is redundant. Also remove a superfluous newline.

A new jail(8) with a configuration file, to replace the work currently done
by /etc/rc.d/jail.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

Pass int arguments to auditon(2)'s A_GETCOND API rather than long
arguments. This change should be MFC'd with OpenBSM 1.1 since they
are interdependent.

- Import the HEAD csup code which is the basis for the cvsmode work.

Fix some warnings by making things const, adding missing headers,
removing some unused variables and making a variable unsigned.

Make login audit-enabled, submitting audit records for the login and logout
events. The specifics of submitting the records is contained within
login_audit.c.
Document the auditing behavior in the man page.
