usr.bin: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

basename: fix history

Basename(1) first appeared in the 7th edition. It was not in the 6th
edition, or PWB releases. It's on all the subsequent descendants.

Dirname(1) first appeared in System III, and was later picked up in
4.3-Reno and 8th edition research unix (though was not in 4.1BSD where
the bulk of 8th edition came from). In System III and V8 it was a shell
script, though the BSD version is in C.

Renumber copyright clause 4

Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

Make it possible to have this (basename(1)) perform basename(3) on multiple
files. The traditional behaviour, 'basename string .suffix', is preserved,
however a suffix may now also be specified via a getopt(3) option, -s, such
that if it is specified in that way, all string arguments follow. There is
also a new flag, -a, which allows a user to say "yes, please basename(3) on
all arguments". Update manual to reflect this unobtrusively.
