Remove $FreeBSD$: one-line sh pattern

Remove /^\s*#[#!]?\s*\$FreeBSD\$.*$\n/

Add a makefile to build and run the tests for the bsnmp library.
This is not automatically built or run but must explicitly be built
with 'make' and run with 'make run'.
