sys: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

sys: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 3-Clause license.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

# 3e85b721 16-May-2017 Ed Maste <emaste@FreeBSD.org>

Remove register keyword from sys/ and ANSIfy prototypes

A long long time ago the register keyword told the compiler to store
the corresponding variable in a CPU register, but it is not relevant
for any compiler used in the FreeBSD world today.

ANSIfy related prototypes while here.

Renumber copyright clause 4

Renumber cluase 4 to 3, per what everybody else did when BSD granted
them permission to remove clause 3. My insistance on keeping the same
numbering for legal reasons is too pedantic, so give up on that point.

Replace various spelling with FALLTHROUGH which is lint()able

# 664a31e4 28-Dec-1999 Peter Wemm <peter@FreeBSD.org>

Change #ifdef KERNEL to #ifdef _KERNEL in the public headers. "KERNEL"
is an application space macro and the applications are supposed to be free
to use it as they please (but cannot). This is consistant with the other
BSD's who made this change quite some time ago. More commits to come.

Cast pointers to uintptr_t/intptr_t instead of to u_long/long,
respectively. Most of the longs should probably have been
u_longs, but this changes is just to prevent warnings about
casts between pointers and integers of different sizes, not
to fix poorly chosen types.

# 980ca188 20-Jun-1998 Peter Wemm <peter@FreeBSD.org>

Import kernel parts of ppp-2.3.5.

# 69b0a836 22-Aug-1997 Peter Wemm <peter@FreeBSD.org>

Import kernel parts of ppp-2.3.1 onto vendor branch. There are no
changes, except for whitespace and a minor interface change in slcompress.*
that we can do without for the time being. This is here just for reference.

# 2d4b190b 19-Aug-1997 Peter Wemm <peter@FreeBSD.org>

Update kernel parts of pppd from 2.2.0 to 2.3.0. I've yet to look at the
2.3.0 -> 2.3.1 changes, but I seem to recall that there are certain
"issues" with 2.3.1 (I'm not sure if it's just pppd or the whole lot, I
am not quite that far). The present pppd seems to work with it just fine
for the time being.

Among the changes are that zlib (aka LZ77 aka deflate aka gzip) compression
is implemented as well as the original compress(1) LZW style.

# 03014c1e 01-Jul-1997 Peter Wemm <peter@FreeBSD.org>

Import files from the ppp-2.3.0 dist for working on. This does not change
the present code, all existing files have left the vendor branch. There
are three new files that will appear but they are not used and should not
be a problem.

Obtained from: Paul Mackerras, via ftp://cs.anu.edu.au/pub/software/ppp

# 3bb3b046 21-Jun-1997 Brian Somers <brian@FreeBSD.org>

Fix this damn mbuf with a negative m_len. It turns
out to be a problem with VJ header compression.
davidg spotted this in usr.sbin/ppp/slcompress.c
a while ago, but I believe gave the wrong reasons -
it's too easy to reproduce ! The only scenario that
I've been able to reproduce the problem under is when
m_len is *exactly* 40 ! So go figure !

# 6875d254 22-Feb-1997 Peter Wemm <peter@FreeBSD.org>

Back out part 1 of the MCFH that changed $Id$ to $FreeBSD$. We are not
ready for it yet.

# 1130b656 14-Jan-1997 Jordan K. Hubbard <jkh@FreeBSD.org>

Make the long-awaited change from $Id$ to $FreeBSD$

This will make a number of things easier in the future, as well as (finally!)
avoiding the Id-smashing problem which has plagued developers for so long.

Boy, I'm glad we're not using sup anymore. This update would have been
insane otherwise.

# 06fc5af9 11-Apr-1996 David Greenman <dg@FreeBSD.org>

When cslip gets an uncompressed packet, it attempts to save off the TCP/IP
header for use in decompressing subsequant packets. If cslip gets garbage
(such as what happens when there is a port speed mismatch or modem line
noise), it will occasionally mistake the packet as a valid uncompressed
packet. When it tries to save off the header, it doesn't bother to check
for the validity of the header length and will happily clobber not only
the cslip data structure, but parts of other kernel memory that happens
to follow it...causing, ahem, undesired behavior.

# 71b9cf73 31-Oct-1995 Peter Wemm <peter@FreeBSD.org>

slcompress: split one of the functions into two parts, to allow use by both
if_sl and if_ppp (from ppp-2.2), eliminating the nearly identical
pppcompress.[ch] code. Add maximum VJ compression states argument to
sl_compress_init().
if_sl: call sl_compress_init() with the extra argument.

# f23b4c91 18-Aug-1994 Garrett Wollman <wollman@FreeBSD.org>

Fix up some sloppy coding practices:

- Delete redundant declarations.
- Add -Wredundant-declarations to Makefile.i386 so they don't come back.
- Delete sloppy COMMON-style declarations of uninitialized data in
header files.
- Add a few prototypes.
- Clean up warnings resulting from the above.

NB: ioconf.c will still generate a redundant-declaration warning, which
is unavoidable unless somebody volunteers to make `config' smarter.
