Support ARP for 802 networks

This is used by 802.3 Ethernet. (Also be used by 802.4 Token Bus and
802.5 Token Ring, but we don't support those.)

This was accidentally removed along with FDDI support in commit
0437c8e3b198, presumably because comments implied it was used only by
FDDI or Token Ring.

Improve ARP logging.

r344504 added an extra ARP_LOG() call in case of an if_output() failure.
It turns out IPv4 can be noisy. In order to not spam the console by default:
(a) add a counter for these events so people can keep better track of how
often it happens, and
(b) add a sysctl to select the default ARP_LOG log level and set it to
INFO avoiding the one (the new) DEBUG level by default.

Claim a spare (1st one after 10 years since the stats were added) in order
to not break netstat from FreeBSD 12->13 updates in the future.

Remove support for the Arcnet protocol.

While Arcnet has some continued deployment in industrial controls, the
lack of drivers for any of the PCI, USB, or PCIe NICs on the market
suggests such users aren't running FreeBSD.

Evidence in the PR database suggests that the cm(4) driver (our sole
Arcnet NIC) was broken in 5.0 and has not worked since.

sys: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 3-Clause license.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Stop embedding struct ifnet at the top of driver softcs. Instead the
struct ifnet or the layer 2 common structure it was embedded in have
been replaced with a struct ifnet pointer to be filled by a call to the
new function, if_alloc(). The layer 2 common structure is also allocated
via if_alloc() based on the interface type. It is hung off the new
struct ifnet member, if_l2com.

This change removes the size of these structures from the kernel ABI and
will allow us to better manage them as interfaces come and go.

Other changes of note:
- Struct arpcom is no longer referenced in normal interface code.
Instead the Ethernet address is accessed via the IFP2ENADDR() macro.
To enforce this ac_enaddr has been renamed to _ac_enaddr.
- The second argument to ether_ifattach is now always the mac address
from driver private storage rather than sometimes being ac_enaddr.

Add a new driver to support IP over firewire. This driver is intended to
conform to the rfc2734 and rfc3146 standard for IP over firewire and
should eventually supercede the fwe driver. Right now the broadcast
channel number is hardwired and we don't support MCAP for multicast
channel allocation - more infrastructure is required in the firewire
code itself to fix these problems.

+ replace 5 redefinitions of the IPF2AC macro with one in if_arp.h

Eventually (but before freezing the ABI) we need to get rid of
struct arpcom (initially with the help of some smart #defines
to avoid having to touch each and every driver, see below).

Apart from the struct ifnet, struct arpcom now only stores a copy
of the MAC address (ac_enaddr, but we already have another copy in
the struct ifnet -- if_addrhead), and a netgraph-specific field
which is _always_ accessed through the ifp, so it might well go
into the struct ifnet too (where, besides, there is already an entry
for AF_NETGRAPH data...)

Too bad ac_enaddr is widely referenced by all drivers. But
this can be fixed as follows:

#define ac_enaddr ac_if.the_original_ac_enaddr_in_struct_ifnet

(note that the right hand side would likely be a pointer rather than
the base address of an array.)

Make the ng_ether(4) node type dynamically loadable like the rest.
This means 'options NETGRAPH' is no longer necessary in order to get
netgraph-enabled Ethernet interfaces. This supports loading/unloading
the ng_ether.ko and attaching/detaching the Ethernet interface in any
order.

Add two new hooks 'upper' and 'lower' to allow access to the protocol
demux engine and the raw device, respectively. This enables bridging
to be defined as a netgraph node, if so desired.

is an application space macro and the applications are supposed to be free

- don't declare `struct arpcom' except in the kernel, so that there is no
dependency on <net/if.h> except in the kernel. This may break something
else.
- spell ETHER_ADDR_LEN as 6 again, so that there is no dependency on
<net/ethernet.h> even in the kernel.

Make INET a proper option.

This will not make any of object files that LINT create change; there
might be differences with INET disabled, but hardly anything compiled
before without INET anyway. Now the 'obvious' things will give a
proper error if compiled without inet - ipx_ip, ipfw, tcp_debug. The
only thing that _should_ work (but can't be made to compile reasonably
easily) is sppp :-(

This commit move struct arpcom from <netinet/if_ether.h> to
<net/if_arp.h>.
