sys: Automated cleanup of cdefs and other formatting

Apply the following automated changes to try to eliminate
no-longer-needed sys/cdefs.h includes as well as now-empty

The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch
up to that fact and revert to their recommended match of BSD-2-Clause.

Merge td_epochnest with td_no_sleeping.

Epoch itself doesn't rely on the counter and it is provided
merely for sleeping subsystems to check it.

- In functions that sleep use THREAD_CAN_SLEEP() to assert
correctness. With EPOCH_TRACE compiled print epoch info.
- _sleep() was a wrong place to put the assertion for epoch,
right place is sleepq_add(), as there ways to call the
latter bypassing _sleep().
- Do not increase td_no_sleeping in non-preemptible epochs.
The critical section would trigger all possible safeguards,
no sleeping counter is extraneous.

With epoch not inlined, there is no point in using _lite KPI. While here,
remove some unnecessary casts.

make critical_{enter, exit} inline

Avoid pulling in all of the <sys/proc.h> dependencies by
automatically generating a stripped down thread_lite exporting
only the fields of interest. The field declarations are type checked
against the original and the offsets of the generated result is
automatically checked.

kib has expressed disagreement and would have preferred to simply
use genassym style offsets (which loses type check enforcement).
jhb has expressed dislike of it due to header pollution and a
duplicate structure. He would have preferred to just have defined
thread in _thread.h. Nonetheless, he admits that this is the only
viable solution at the moment.

The impetus for this came from mjg's D15331:
"Inline critical_enter/exit for amd64"
