The SPDX folks have obsoleted the BSD-2-Clause-FreeBSD identifier. Catch

amd64: -m32 support for machine/sb_buf.h

The contents of the amd64 version are kernel-only and incompatible with
other headers when compiled for i386 userspace with _KERNEL defined.
Just ifdef the whole file out in that case rather than giving this file
the full x86 treatment since it's not needed for current use cases
(procstat zfs support).

sys/amd64: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 2-Clause license, however the tool I
was using misidentified many licenses so this was mostly a manual - error
prone - task.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Merge all MD sf_buf allocators into one MI, residing in kern/subr_sfbuf.c
The MD allocators were very common, however there were some minor
differencies. These differencies were all consolidated in the MI allocator,
under ifdefs. The defines from machine/vmparam.h turn on features required
for a particular machine. For details look in the comment in sys/sf_buf.h.

As result no MD code left in sys/*/*/vm_machdep.c. Some arches still have
machine/sf_buf.h, which is usually quite small.

On those machines, where sf_bufs do not represent any real object, make
sf_buf_alloc()/sf_buf_free() inlines, to save two calls to an absolutely
empty functions.

- Modify alpha's sf_buf implementation to use the direct virtual-to-
physical mapping.
- Move the sf_buf API to its own header file; make struct sf_buf's
definition machine dependent. In this commit, we remove an
unnecessary field from struct sf_buf on the alpha, amd64, and ia64.
Ultimately, we may eliminate struct sf_buf on those architecures
except as an opaque pointer that references a vm page.
