libc/tests: Fix installation without MK_TOOLCHAIN

There is some exotic conditional logic here to avoid building a
particular test if a certain UBSAN library isn't present in the
toolchain sysroot. This causes build failures for me when doing an
"installworld WITHOUT_TOOLCHAIN=", which I do frequently during tests.

I believe the problem is that SYSROOT is unset during installworld, so
the build sees the host's copy of libclang_rt.ubsan_standalone.a and
then tries to install a binary that wasn't built during buildworld. Try
to make the check a bit less fragile.

lib{c,sys}: move auxargs more firmly into libsys

Continue to filter the public interface (elf_aux_info()), but entierly
relocate the private interfaces (_elf_aux_info(),
__init_elf_aux_vector(), and __elf_aux_vector) to libsys.

This ensures that rtld updates the correct (only) copy of
__elf_aux_vector. After 968a18975adc9c2a619bb52aa2f009de99fc9e24
updates were confused and __getosreldate was failing, causing
the system to fall back to compat compat12 syscalls in some cases.

Return to explicitly linking libc to libsys and link libthr with libc
and libsys (in that order).

Allow using sanitizers for ssp tests with out-of-tree compiler

With an out-of-tree Clang, we can use the -resource-dir flag when linking
to point it at the runtime libraries from the current SYSROOT.
This moves the path to the clang-internal library directory to a separate
.mk file that can be used by Makefiles that want to find the sanitizer
libraries. I intend to re-use this .mk file for my upcoming changes that
allow building the entire base system with ASAN/UBSAN/MSAN.

Disable ssp raw test without ASAN

r366981 disabled ASAN when it might not be reliable (with an external
compiler), but this test is broken without ASAN so disable it completely
in that case.

Only use ASAN when using the in-tree compiler

When building FreeBSD 11 on a FreeBSD 12 system with
CROSS_TOOLCHAIN=llvm10 we end up trying to link against the packaged
version of the sanitizer library. This resulted in a requirement for
getentropy(3) which is not present in FreeBSD 11.

Rework check for libclang_rt to see if the needed library exists.

Currently libclang_rt is not provided for cross-building and as such
is not connected to cross-tools. For building clang once in universe
it is likely that libclang_rt won't exist for the universe toolchain
but even if it did it would not support anything but the native arch.
So explicitly check for support before enabling h_raw.

Merge ^/user/ngie/release-pkg-fix-tests to unbreak how test files are installed
after r298107

Summary of changes:

- Replace all instances of FILES/TESTS with ${PACKAGE}FILES. This ensures that
namespacing is kept with FILES appropriately, and that this shouldn't need
to be repeated if the namespace changes -- only the definition of PACKAGE
needs to be changed
- Allow PACKAGE to be overridden by callers instead of forcing it to always be
`tests`. In the event we get to the point where things can be split up
enough in the base system, it would make more sense to group the tests
with the blocks they're a part of, e.g. byacc with byacc-tests, etc
- Remove PACKAGE definitions where possible, i.e. where FILES wasn't used
previously.
- Remove unnecessary TESTSPACKAGE definitions; this has been elided into
bsd.tests.mk
- Remove unnecessary BINDIRs used previously with ${PACKAGE}FILES;
${PACKAGE}FILESDIR is now automatically defined in bsd.test.mk.
- Fix installation of files under data/ subdirectories in lib/libc/tests/hash
and lib/libc/tests/net/getaddrinfo
- Remove unnecessary .include <bsd.own.mk>s (some opportunistic cleanup)

Document the proposed changes in share/examples/tests/tests/... via examples
so it's clear that ${PACKAGES}FILES is the suggested way forward in terms of
replacing FILES. share/mk/bsd.README didn't seem like the appropriate method
of communicating that info.

Not all targets support by clang have a tested or enabled ubsan yet.

Only enable h_raw on x86 targets for today so that a buildworld runs to
completion for clang enabled targets that are not x86. This should be
removed when validation of the sanitizer has occured for all targets
supported by FreeBSD and clang.

being supplied via the build, which means that it doesn't throw signals and

using clang 3.5.0, until the runtime support (via compiler-rt) is added.
Otherwise, this would lead to link errors about missing support

Add reachover Makefiles for contrib/netbsd-tests/lib/libc; this adds approximately
500 new testcases

Various TODOs have been sprinkled around the Makefiles for items that even need
to be ported (missing features), testcases have issues with building/linking, or
issues at runtime.

A variant of this code has been tested extensively on amd64 and i386
10-STABLE/11-CURRENT for several months without issue. It builds on other
architectures, but the code will remain off until I have prove it works on
virtual hardware or real hardware on other architectures
