Correct an misunderstanding of MDSRCS.

MDSRCS it intended to allow assembly versions of funtions with C
implementations listed in MISRCS. The selection of the correct
machdep_ldis?.c for a given architecture does not follow this pattern
and the file should be added to SRCS directly.

Replace use of ${.CURDIR} by ${LIBC_SRCTOP} and define ${LIBC_SRCTOP}
if not already defined. This allows building libc from outside of
lib/libc using a reach-over makefile.

A typical use-case is to build a standard ILP32 version and a COMPAT32
version in a single iteration by building the COMPAT32 version using a
reach-over makefile.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.
