Retire WITHOUT_CXX option

Several important base system components are written in C++, and the
WITHOUT_CXX option produced a system that was not fully functional.
Just accept this, and remove the option to build without C++ support.

Do not build libatf-c++ when WITHOUT_CXX

libatf-c++ requires C++ support.

From jrtc27: bit slightly odd this isn't gated by MK_TESTS (which itself
depends on MK_CXX), but this makes sense given the current behaviour.

Convert traditional ${MK_TESTS} conditional idiom for including test
directories to SUBDIR.${MK_TESTS} idiom

This is being done to pave the way for future work (and homogenity) in
^/projects/make-check-sandbox .

No functional change intended.

Remove bogus .ORDER.

This is not SUBDIR_PARALLEL and if it were this .ORDER would not work
since the targets are <target>_subdir_<subdir> not <subdir>.

Add ATF to the build. This is may be a bit rought around the egdes,
but committing it helps to get everyone on the same page and makes
sure we make progress.

Tinderbox breakages that are the result of this commit are entirely
the committer's fault -- in other words: buildworld testing on amd64
only.
