include: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

<regex.h>: reserve a regcomp field for REG_POSIX

For libc regcomp, this will be a nop. libregex will take this to mean that
it needs to turn off GNU extensions, effectively switching it back to the
POSIX-compliant libc implementation at runtime.

include: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 3-Clause license.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Replace __const by const in all non-contributed source code.

As C1X is close to being released, there is no need to wrap around a
feature that is already part of C90. Most of these files already use
`const' in different placed as well.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

Adjust in response to various bits of brucification:

1) Fix style issues in comments.
2) Properly namespaceify changes
3) Appropriate sectioning of changes

Not changed: parenthesis around macro rvalue. That would make the additions
inconsistent with the other entries there, merely a different style violation
rather than a clear and obvious improvement so I'm going to have to disagree
with the judges on that one. If someone wishes to adjust *all* the rvalues
to conform to fully parenthesized marco rule, that would be both consistent
and reasonable but that's beyond the scope of the changes I wish to make at
this time.
