include: Remove ancient SCCS tags.

Remove ancient SCCS tags from the tree, automated scripting, with two
minor fixup to keep things compiling. All the common forms in the tree
were removed with a perl script.

Reduce NL_ARGMAX to 4096 to match Linux.

NL_ARGMAX is the maximum number of positional arguments supported by
printf(3). Prior to r308145 it was declared as 99 and not enforced.
r308145 added enforcement and increased the value to 64k.

Unfortunately, development versions of PostgreSQL used the system
definition to allocate and zero an NL_ARGMAX * 4 sized array on the
stack of its snprintf implementation with measurable performance
impacts. This has been fixed in new PostgreSQL versions, but it is
possible that other programs suffer from this problem.

A value of 4096 puts us on par with Linux and is certainly large enough
for any reasonable program.

include: further adoption of SPDX licensing ID tags.

Mainly focus on files that use BSD 3-Clause license.

The Software Package Data Exchange (SPDX) group provides a specification
to make it easier for automated tools to detect and summarize well known
opensource licenses. We are gradually adopting the specification, noting
that the tags are considered only advisory and do not, in any way,
superceed or replace the license texts.

Special thanks to Wind River for providing access to "The Duke of
Highlander" tool: an older (2014) run over FreeBSD tree was useful as a
starting point.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

Implement new sysconf keys. Change the implenentation of
_SC_ASYNCHRONOUS_IO in preparation for the next set of changes.

Move some limits which had been in <sys/syslimits.h> to <limits.h> where
they belong. They had only ever been in syslimits.h to provide for the
kernel implementation of the CTL_USER MIB branch, which went away with
newsysctl years ago. (There is a #error in <sys/syslimits.h> which I
will downgrade in the next commit.)

Changes to support building with _POSIX_SOURCE set to 199309L:

1. Add sys/_posix.h to handle those preprocessor defs that POSIX
says have effects when defined before including any header files;

2. Change POSIX4_VISIBLE back to _POSIX4_VISIBLE

3. Add _POSIX4_VISIBLE_HISTORICALLY for pre-existing BSD features now
defined in POSIX. These show up when:

_POSIX_SOURCE and _POSIX_C_SOURCE are not set or
_POSIX_C_SOURCE is set >= 199309L

and vanish when:

_POSIX_SOURCE is set or _POSIX_C_SOURCE is < 199309L.

4. Explain these in man 9 posix4;

5. Include _posix.h and conditionalize on new feature test.
