Remove $FreeBSD$: one-line sh pattern

Remove /^\s*#[#!]?\s*\$FreeBSD\$.*$\n/

Add HAS_TESTS to all Makefiles that are currently using the
`SUBDIR.${MK_TESTS}+= tests` idiom.

This is a follow up to r321912.

Convert traditional ${MK_TESTS} conditional idiom for including test
directories to SUBDIR.${MK_TESTS} idiom

This is being done to pave the way for future work (and homogenity) in
^/projects/make-check-sandbox .

No functional change intended.

Style.Makefile(9) has been ignored to produce minimal diffs.

Explicitly add unmarked bin/ binaries to the runtime package.
Note: tcsh(1) has a MK_TCSH=no test, so this should be a separate
package, which requires pre-install/post-install scripts, to be
added later.

Convert bin/ to LIBADD, reduce overlinking allow to build all components as
static

Use src.opts.mk in preference to bsd.own.mk except where we need stuff
from the latter.

Migrate tools/regression/usr.bin/pkill to the new tests layout.

Interestingly, the pkill tool lives in bin, not usr.bin. Haven't bothered
to check if this is because the tool moved or because the tests were
originally added in the wrong place.

A new jail(8) with a configuration file, to replace the work currently done
by /etc/rc.d/jail.

Create the altix project branch. The altix project will add support
for the SGI Altix 350 to FreeBSD/ia64. The hardware used for porting
is a two-module system, consisting of a base compute module and a
CPU expansion module. SGI's NUMAFlex architecture can be an excellent
platform to test CPU affinity and NUMA-aware features in FreeBSD.

Raise WARNS for various tools where possible.

- Import the HEAD csup code which is the basis for the cvsmode work.

pkill(1) first appeared in /usr/bin, but later it was moved to /bin
for the convenience of rc.d. Now it has happily lived there for quite
a while. So move the pkill(1) source files from usr.bin to bin, too.
