ANSIfy almost all applications that use WARNS=6.

I was considering committing all these patches one by one, but as
discussed with brooks@, there is no need to do this. If we ever
need/want to merge these changes back, it is still possible to do this
per application.

Cleanup of userland __P use

This commit was generated by cvs2svn to compensate for changes in r78344,
which included commits to RCS files with non-trunk default branches.

Import the NetBSD 1.5 RC system.

Note that `rc' and `rc.shutdown' could not be imported because we already
have files with those names.
