Use both NO_WFORMAT and NO_WARRAY_BOUNDS for sbin/ipf, it would be too
disruptive to actually fix all the warnings, and the code hasn't been
maintained for several years.

Copy head to stable/9 as part of 9.0-RELEASE release cycle.
