Make the long-awaited change from $Id$ to $FreeBSD$
This will make a number of things easier in the future, as well as (finally!) avoiding the Id-smashing problem which has plagued developers for so long.
Boy, I'm glad we're not using sup anymore. This update would have been insane otherwise.

makewhatis.local - start makewhatis(1) only for file systems physically mounted on the system Running makewhatis from /etc/weekly for rw nfs-mounted /usr may kill your NFS server -- all clients start makewhatis at the same time! So use this wrapper instead calling makewhatis directly.
