In some cases (such as LC_COLLATE), nb_NO and nn_NO are identical, and it
makes sense to have them both link to no_NO.

In other cases (such as LC_TIME), they differ, and the correct solution
is to have no_NO link to nb_NO, rather than the other way around.o

/usr/src/share/timedef/data/no_NO.ISO_8859-1.src uses initinal
upper case in weekdays and months instead off all lower case.

as all cases of the character '\0xF8` became the string "=F8"
