Unbreak installworld. Revision 1.41 of src/usr.bin/xinstall/xinstall.c made the usage here incorrect.
Note that the change to install may cause other things to break, such as the advice in src/etc/defaults/make.conf:
# Compare before install #INSTALL=install -C
If users actually use this, any ${INSTALL} -d invocations in an installworld will also fail.
