- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

Per letter dated July 22, 1999 remove 3rd clause of Berkeley derived software
(with permission of addtional copyright holders where appropriate)

Forced commit to note that files have been repocopied from
src/sbin/nologin to src/usr.sbin/nologin in preparation for
moving nologin(8) from /sbin to /usr/sbin.

Remove the BUGS section introduced in rev 1.11 now that the problem
has been addressed.

Document nologin(8) as being insecure in conjunction with a dynamic
root and suggest alternatives.

The .Nm utility

Remove whitespace at EOL.

mdoc(7) police: removed HISTORY info from the .Os call.

mdoc(7) police: use the new features of the Nm macro.

more removal of trailing periods from SEE ALSO.

Be a little clearer about the relationship between these two.
