Build usr.bin/ with WARNS=6 by default.

Also add some missing $FreeBSD$ to keep svn happy.

Add endianness support to cap_mkdb(1), useful for cross builds.

Clean up after utilizing FILES.

Remove NO_WERRORs and WARNS=n's. To be revisited after GCC3.

Install files via FILES.

WARNS=2 fix, kill register keyword, use __FBSDID().

NO_WERROR set because of hard-to-fix warnings originating in
system headers.
