- Copy stable/10 (r259064) to releng/10.0 as part of the 10.0-RELEASE cycle. - Update __FreeBSD_version [1] - Set branch name to -RC1
[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so start releng/10.0 at '100' so the branch is started with a value ending in zero.

Remove the advertising clause from UCB copyrighted files in usr.bin. This is in accordance with the information provided at ftp://ftp.cs.berkeley.edu/pub/4bsd/README.Impt.License.Change
Also add $FreeBSD$ to a few files to keep svn happy.

Mention the environment variables that affect the execution of uniq. Of particular interest is the fact that LC_COLLATE affects how uniq determines whether lines are equal. This was the subject of a fairly heated debate a year or so ago, and it turns out that the current behaviour is correct and that the standard contained an error.
Now that the standard has been corrected by Cor. 1-2002, refer to 1003.1-2001 instead of the 1992 edition in the Standards section.

Note that this appeared at least as early as PWB UNIX.
Use the literal string 'PWB UNIX', as we still have no .At macro for it.
