- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

Forced commit and #include changes for repo copy from
sys/isofs/cd9660 to sys/fs/cd9660.

Discussed on freebsd-current.

- Support for multibyte charsets in LIBICONV.
- CD9660_ICONV, NTFS_ICONV and MSDOSFS_ICONV kernel options
(with corresponding modules).
- kiconv(3) for loadable charset conversion tables support.
