- Copy stable/10 (r259064) to releng/10.0 as part of the
10.0-RELEASE cycle.
- Update __FreeBSD_version [1]
- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

Don't allocate or program a key for the AR5210.

The AR5210 doesn't support HAL_CIPHER_CLR ('clear encryption' keycache
slots), so don't bother - just map them to slot 0 and never program them.

Add a 'vap' to ath_keyset().

Add some code (which is currently disabled) which modifies the group
multicast key cache behaviour. I haven't yet figured out what the
exact/correct behaviour is so I'm leaving it disabled. It's worth
investigating and "correcting", especially for future work with
mesh/ibss and encryption.
