1) Don't use -Wall in Makefile.
2) Don't compile vendor ID.
3) WARNS=4 fixes (constness, make a global local to avoid shadowing, unused
parameters, rename local to avoid shadowing, remove junk after #endif)
4) remove some "register"s.

Tweaks to allow compiling -Wall (mostly adding "const" to char rcsid[]).

This commit was generated by cvs2svn to compensate for changes in r1590,
which included commits to RCS files with non-trunk default branches.
