We now have to use part of the vendor supplied xdr_func.c.
util renamed to strutil to be more clear of its purpose.

For variables that are only checked with defined(), don't provide
any fake value.

Mark all internal libraries with INTERNALLIB.

Use the native mount and nfs_prot headers.
Also generate nfs_prot_x.c in ANSI-C mode.

Perform a major cleanup of the usr.sbin Makefiles.
These are not perfectly in agreement with each other style-wise, but they
are orders of orders of magnitude more consistent style-wise than before.

With the change to the 4.4Lite2 mount interface we don't need special
