Copy stable/11@r303970 to releng/11.0 as part of the 11.0-RELEASE
cycle.

Prune svn:mergeinfo from the new branch, and rename it to RC1.

Update __FreeBSD_version.

Use the quarterly branch for the default FreeBSD.conf pkg(8) repo and
the dvd1.iso packages population.

Add META_MODE support.

Off by default, build behaves normally.
WITH_META_MODE we get auto objdir creation, the ability to
start build from anywhere in the tree.

Still need to add real targets under targets/ to build packages.

Convert to usr.bin/ to LIBADD
Reduce overlinking

Build usr.bin/ with WARNS=6 by default.

Also add some missing $FreeBSD$ to keep svn happy.

Update for bzip2 1.0.4 import.

Don't use a patch w/in /usr/src. Programmatically change files when needed.

Let bsd.prog.mk set SRCS and MAN to their default values.

/rescue/b{,un}zip exists, so build this dynamically now.

Remove MAINTAINER lines.

Complete bzip2-1.0.2 import.

Fix editor'o where I lost the `+'.

By default link statically (like we did in the port) - it provides 8-10%
faster comperssion, which in the bzip2's case could be a big win.

Add the Bzip2 binaries. These are starting to get used more and more
in the base system.
