- Set branch name to -RC1

[1] 10.0-CURRENT __FreeBSD_version value ended at '55', so
start releng/10.0 at '100' so the branch is started with
a value ending in zero.

The wpa_passphrase(8) manual page states that it first appeared in
FreeBSD 6.2, but it didn't make it into RELENG_6_2.

Update the manual page to say "FreeBSD 6.3".
